scheme shown on plan 'B', and I have carefully considered whether by a deviation of the road or by the omission of part of it this addition could not be avoided. I have come however to the conclusion that, in view of the expenditure that has already been incurred on resumption and on the construction of the two branches which were to be connected by the extension of the Robinson Road, of the arrangements for exchanges that have been made, and of the advantages to traffic that the direct road will offer, the scheme should proceed on the original lines. In coming to this conclusion I have of course taken into consideration that the sale of lots which it was previously proposed to give in exchange for those that now have to be resumed will go far towards covering the cost of this resumption, and I have also had impressed on me that the completion of the roads will increase the rateable value of all the property adjoining them and will therefore add to the revenue of the Colony.

I have accordingly the honour to request your sanction to my proceeding with the further resumption estimated to cost not more than $50,000. As funds will be available for it this year (from land sales being greater than anticipated) and as no provision has been made for it in the draft estimates for next year I am anxious that the payments may be made before the 31st December, 1904, and I therefore request that your sanction may be conveyed to me by telegram.
As regards the cost of the actual construction of the roads shown on the plan, those to the East of the
